Environmental behavior is often narrated as a test of individual intention: whether people care enough, know enough, or try hard enough. But people and organizations act within systems of incentives, infrastructure, regulation, markets, routines, and established ways of working. Those conditions can support climate-aligned action, but they can also reward practices whose environmental costs are displaced elsewhere.
The more useful question is not only why individuals fall short of their intentions. It is what behaviors the surrounding system repeatedly makes rational, convenient, affordable, profitable, or possible.
Defaults and the path of least resistance
A default is the option that takes effect when a person does not actively choose another one. Defaults matter because they reduce effort, shape expectations, and signal what a system considers normal or recommended.
Recent research continues to show that defaults can change environmental behavior, but the effect is not automatic and should not be treated as a universal solution. In a 2024 study of paper use at a New York college, changing the default print setting to double-sided was associated with a 19 percent improvement in paper efficiency. That result is useful precisely because it is specific: it shows what a well-designed default did in one setting, not what every nudge will do everywhere.
The wider lesson is that choice architecture is part of environmental infrastructure. Energy tariffs, transportation networks, food-service systems, building standards, procurement rules, and digital interfaces all organize the choices people encounter. A city designed around private cars makes driving easier and more routine. A city with reliable public transportation, safe walking routes, and connected cycling infrastructure changes which choices require the least effort.
The question is not whether people have choices in the abstract. It is which choices a system makes visible, convenient, affordable, and socially ordinary.
Lock-in: why yesterday's decisions constrain today's
Systems also carry history. Path dependency describes the way past decisions shape later options. Lock-in is a stronger condition in which accumulated investment, infrastructure, institutions, professional norms, and expectations make alternatives harder or more expensive to pursue.
The recent review by Goldstein and colleagues shows that lock-in is not limited to energy infrastructure. It can appear across technological, institutional, financial, political, and social systems, and its effects can differ by place, scale, time horizon, and actor. What is efficient or profitable for one group may create exposure, dependency, or reduced choice for another.
Lock-in is not inherently negative. A system can also become established around a desirable practice. The analytical point is that existing arrangements are not neutral. They can stabilize outcomes that are difficult to defend, even when better alternatives are technically available and many people would prefer them.
This helps explain why environmentally costly patterns can persist even when individuals inside the system express concern. Intention operates within conditions that were shaped by earlier decisions, often by actors with more power and resources than the people now expected to adapt.
Why the framing matters
The field of environmental psychology is not only concerned with attitudes. A 2024 survey of environmental psychologists found no single dominant framework for understanding pro-environmental behavior, and raised concerns that research can overemphasize behaviors that are easy to measure rather than behaviors with the greatest environmental significance.
That is a useful caution for public communication. Recycling, lower-energy settings, and consumer choices can matter, but they can also become substitutes for examining product design, procurement, infrastructure, regulation, ownership, and investment. The individual is part of the system, not the whole system.
The IPCC's landmark assessments of demand-side mitigation likewise place behavior within wider systems of services, technologies, infrastructure, and social practice. The implication is not that individual action is meaningless. It is that behavior change is more durable and more equitable when the surrounding conditions make climate-aligned choices feasible and normal.
The same logic applies to climate policy. UNEP's 2025 assessment of the emissions gap reports that current commitments remain off track for the Paris temperature goals. That is not an argument against personal responsibility. It is evidence that responsibility and leverage are distributed across households, organizations, markets, and governments, and should be examined at the level where change can actually occur.
